All over the world, water shortages in one place lead to conflicts with places that have abundant water.
As far as scientists inventing a device to create more fresh water, I have invented a device which uses trash (which we have plenty of) as fuel to distill brackish or salt water into pure H2O. In fact, since distilling involves creating steam, this device can also be hooked to a turbine to generate electricity at the same time as pure water. Easily built from off the shelf items.
