Louisiana / Mississippi - not much to choose between them.
Also fare to comment it stems in greater degree to little of no advancement having been addressed / made in almost all of the Southern States in helping their American Negro.

I'm extremely reluctant having to address them as American Negro. However, to answer your question and give it credence - it is necessary to do so!

I sometimes wonder if the Southern States of the white pre-confederacy have ever stepped out of the 1880's since the US Civil war concluded!

Great strides have been made by such past great men as Dr King - tragically lost! And countless other Americans (black and white) have, are adding their voices to impart / ensure ALL Americans are equal!

When then will the Southern States with its beauty, past history, unique culture and all its vibrant men and women, imbued with their countless gifts to American culture - be as free, comfortable, walk and be able to share / partake of all their countries Rich's: albeit education or whatever?

Civil war guns fell silent 140+ years ago.

But fruition in the South remains a far distant dream!

.... so, if there are any doubts, Mississippi is the poorest, least developed state of the United States. Louisiana not so much better off but with a slightly more comfortable cushion according to US Census statistics from 2005.

Mississippi is always near the top of poorest state lists.

It's hard to always tell exactly because all states have poor counties or regions.
