Well "should they" doesn't really matter because they CAN. Its the law. They can quarantine and even kill people who are a threat to the rest of the population in an emergency.

While it isn't the law and it's certainly constitutionally questionable, our government has on many occasions "quarantined" people and will probably always do so for the "public good." If your question concerns medical quarantine, I'm pretty sure that no one minds or cares. But if it is a quarantine for reasons of political profiling, then that is a completely different matter.

They cannot kill people if their sick. Even if a person contracted smallpox they wouldn't kill them. They might never have human contact except through bio-suits and they could basically keep them in isolation until they die but they can't go and round up people and put them down like a pack of rabid dogs.
