They could start by actually making a voting system that seems like the people have voice. Too many people are not voting because they feel there is really not point when it won't count anyway. Ohhh, then there needs to be a complete revamping of the entire government all together. Get ride of the special interest groups and lobbyists for one, they do nothing but prove money trumps everything. The people do not feel as if there is a voice for them and the government has made it almost impossible for anyone to express a voice...I.E. we are all complaining on yahoo answers, when we should have a direct outlet to communicate our concern to those in charge. Instead, we have to go through local congressmen, senators, who do not care on bit about your concerns. The US system of government has been corrupted beyond any known repair and needs to be rebuilt from the ground up, with the true intention in mind.....THE PEOPLE.

The term limits proposed by others is the stupidest idea for solving this problem. If anything, terms should be longer, and there should be such a thing as a career politician. The biggest reason for big money in politics is elections. So have fewer elections. Simple as that.
Here in California, term limits have led to several major disasters, including the power crisis of the early 2000s and the bungled attempt to upgrade the DMV's computer system. This is because people aren't around long enough in government to know their A** from their elbow before it's time to wave bye bye.
So: fewer elections, less pandering to special interests.

I would suggest electing congress by a direct, popular, proportional representation system, with elections of president kept the same. This way the two party stranglehold on America, and hence the influence with massive campaign donors (special interests), would disappear. People would actually start voting for things like Greens, Reforms, Libertarians, and so on. Party ideology and voting records would start to matter again. Saying you'll get the troops out and then doing nothing of the sort won't fly when you have to actually defend yourself against 5 people who WILL do what you promised. Let's quit wasting our votes. Do it by the numbers.

Term limits, change election day to April 15th, and require all politicians to be financially liable for socialist whacko programs.
