There have been rumors about some sort of deal between the Reagan campaign and Iran for decades, and it has been investigated by people friendly to Carter. There has never been any solid evidence that it was true. It is more likely that Iran wanted to see Carter defeated, because they thought Reagan would be easier to deal with, and came up with the idea all on their own. People in other countries follow American politics and know a lot more about us than we know about them, and as it turn out they did make a deal with the Reagan administration eventually.

There was definately something fishy with the way the hostage release coincided with his election, and then the whole Iran/Contra affair that occured later.

Iran knew they couldn't use the hostage tactic with Reagan.
Reagan wasn't one to piss the floor, roll over and show his belly.
