According to the CLSB, it's ok to contract home improvement if $500. or less without a contractor's license, But if it's $501 it is now a misdemeanor, punishable with fines from $200-$15,000. The California state constitution says in Article 1 section 16 that: "....no law impairing the oblibation of contracts shall ever be passed." I say the whole thing is "color of law." If I make a contract with my neighbor to paint his house for $3000.00, that's between me and them. The state has no right to interfere WHAT-SO-EVER!!!!! Who agrees with me? Most of what we have come to know as "Law" is repugnant to the Constitution and is therefore null and void. (see Marbury v. Madison, 5 U.S. (2 Cranch) 137 (1803). We cannot assert our rights if we don't know what they are. It's time we stop living in fear of this thing called government.

Police power of the state is a proper exercise of the government to regulate activities of citizens like licenses to paint a house.

You would be correct if California enacted a law letting debtors off the hook to the people they own money, but not when the law in question is a regulation prior to the establishment of the contract.
