70 Nova dimmer switch still located on the floor and prone to corrosion, especially if you are in a cold climate or occasional snow. Snow/ice keeps the dimmer switch wet and corrsoion results. The terminals corrode also.Remove the switch from the floor.Test WITH A TEST LIGHT to be sure there is power to and through the switch in both high and low mode.Check that the power finds its way to the bulbs if it gets that far.Even if these LOOK ok they can be the problem.Use a test light to be sure.

The dimmer switch on the floor is the most probable.
I also have had both headlights burn out.

Not too hard to check for power at the headlight plug with a test light. If no power, change the dimmer switch.
If there is power at the headlight plug and the lights aren't on, change the headlights.

If it's not the floor switch why do the lights go out when you push it. It is called a dimmer switch if you need to buy one.
