The US was involved in WWII WELL before Pearl Harbor. We had been sending the allies massive amounts of supplies since 1941. The Lend Lease Program, was very important to the Allies survival. Our nation gave aid to the allies in fear of the Germans taking over all of Europe and becoming a super power of unimaginable strength. They also understood that Hitler would not stop in Europe.
"Franklin D. Roosevelt, eager to ensure public consent for this controversial plan, explained to the public and the press that his plan was comparable to one neighbor's lending another a garden hose to put out a fire in his home. "What do I do in such a crisis?" the president asked at a press conference. "I don't say... 'Neighbor, my garden hose cost me $15; you have to pay me $15 for it' …I don't want $15 — I want my garden hose back after the fire is over.""

As for the bomb FDR knew it about the creation of the bomb, but he died. So Truman received the news that the bomb worked and then got to decide what to do with it.
