That depends on where you are. In places which have "seasons", the spawning usually occurs in the spring, but sometimes in the fall as well. If you're in the tropics, it can happen anytime.

If you go to a fish store, they almost always have small fish that are only a few months old - they get the fish from "farms" in Florida which breed almost all the common fish you see in pet stores.

Just be aware, that the 1 inch baby may grow into an 12-18 inch adult!

Even easier and much less frustrating is to go to your local pet store or (sigh) Wal Mart and pick up a little gold fish or even cuter yet, a fan tail! Gold fish are about 30 cents each while the fan tails are about $2 or so. True to what the previous person said, gold fish get to be pretty large but my mom has some that she has had for nearly 10 years that she puts out in her pond in the yard every summer.
I don't know what you did to "not take good care of it" whether it was not clean the tank out, or feed too much or too little but gold fish are pretty good fish for people who don't have a lot of time for messin' around with stuff.
Save yourself a headache of trying to mate fish and just go buy one. There should be enough spare change in the sofa or under the washing machine to pay for one or maybe even two! Get a little crazy!
