It is referred to as a "people's republic" because it was originally to be one that is governed in accordance with the interests of the vast majority of the common citizenry; it's very similar to majoritarianism and even populism to some extent. At the time of the PRC's founding, Communism was what the vast majority of people wanted. Like with any ideal system, however, Communism, in its true form, would fall flat due to the harsh reality of human nature.

what does the name have to do with anything? Ever heard of the patriot Act? or No child left behind? or Comprehensive immigration reform?
Actually the name is very appropriate for a communist regime. People's republic means that its supposed to be a government that serves the people. Except that in communism they interpret serving the people as being a dictatorship so that government theorectically eventually leads the people to some future utopia where everyone consumes according to their needs and works according to the ability...
However, we know from actual experience that this never happens and commnunist governments never disband themselves and declare this elusive utopia. In fact, the government and "party members" become the few and the elite that are the ones who actually get the most favors and goods and other material benefits.
Lets compare this to the United States of America--a Republic. This republic is supposed to be democratic republic (a republic is a form of democracy since the power of the government comes from the people and the people vote for representatives who are supposed to represent them). However, in actuality, it looks more and more that in the USA it is also the few and the elite that control things, and the wealth, and the power, and make the rules so that they grow their power while keeping those who are out of the power loop outside.
In both societies, one under commnunsism and one supposedly and democracy, it is in fact the few who actually control things...and they are both Republics at least in name.

A central tenant of communism was ownership of the means of production by the people and not the monarchy or bourgeoisie.
Therefore after the revolution the country was the "people's."
Legally the Soviet Union and Chine are republics in the same sense the USA is a republic - elected representative go to parliamentary houses to make laws. Although in practice there is/was no Democracy and the Communist parties controlled everything.
Hence they called themselves "People's Republics"

It's all about perception. I'd say China has done a fine job of making others think their way of doing and thinking is just fine. Look at how many products we import from them. Look at how we don't go after them like we did Russia. No-0ne seems to care that they hold communist views as long as they continue to produce what Americana's want for a lower cost than other countries. They have successfully flown under the radar for a long time. Wonder what they have been doing with all this time. My bets aren't they weren't sleeping or making sure all of China lived a good life. With as many products that come out of that country, one would think it would have no one living at poverty level. But they do. The same ones that make the products the rest of us so dearly "need". Thanks.

Because a republic is a form of government ruled by an elite. Rome was a republic even though the senate was not elected.
The USA is a democratic republic where the elite ruling class is elected by the populace.

Because all government is government by the advertising indiustrial complex. Forget about the military industrial complex, since we don't have a draft, how does the military industrial complex recruit, by advertising.
All governments seek to control the flow of information. The most powerful means for doing this is the control of language itself. How can you be against "the people", you can't, that's why they call it the Peoples' Republic of China.

Peoples Republic is part of communist dogma. Much like Union of Soviet Socialist Republics was the euphemism the soviet union presented to the world.

Be cause it's a big fat lie. They think it's their republic but it is as you say. They believe it because they have to or they will be shot or sent to a work camp or some such thing. We in the US have no idea how valuable freedom really is. People in China are brain washed to believe what the government wants them to believe.
