There are more then enough good teachers in the USA; they're just being hampered by the teachers' unions whose primary concern is job security over that of well educated people.

And besides, seeing how poor foreign TAs are in college at communicating what they know to students, this would not work well. Few Indians would have the command of American needed for children to understand and learn and Great Britain is a terribly small country to depend on sending enough teachers to suppliment US needs plus meeting their own needs.
