Please don't take the advice of people who say to do stretching and weights. This is VERY dangerous, and you could rupture your urethra, requiring surgery to fix.
The honest answer is that you cant. Some people will lie, but hey, its up to you as to what you want to believe. Just think about this......if there really was a safe way to do it, wouldn't every bloke have a massive one?

I'm sorry, but your penis problems are the least important care in my world, right now. Maybe you should concentrate on something a little more worthwhile, too. Worry about the homeless. Find a shelter where you can go on Thanksgiving to help feed them turkey dinner. Or, almost as important, open up your billfold and contribute money to buy that turkey dinner. There is no safe way to make it bigger without risking harm to yourself.
As long as it gets hard, your girlfriend will be happy.
Don't fret too much about the length. This way, she can put it all in her mouth.
It helps to stay in good health.
Here are some good ideas:
1. Do something that gets your heart rate up a bit like, walking, running, biking, and swimming.
2. Eat Whole, Organic foods like: Broccoli, Cabbage, Organic Brown Rice, Beans, Spinach, Sweet Potato, Apples, and other fruits and vegetables in their Natural State.
