As in the strict definition of night vision? No. Night Vision equipment apmplifies ambient light to produce an image. Infrared image equipment alters infrared light into an image visible to the human eye. It's apples and oranges, but the two are both fruit.

You can use infrared equipment to see at night, and it is quite effective! Any infrared light source will make your infrared goggles work better. The IR LED lights are a good idea, but I suggest that you poke around the internet for a design for an infrared spotlight. If I recall correctly, one design used a metal coffee can, a floodlight, and an IR Filter. Very effective!

Yes, you will need some pretty powerful IR LED's to see beyond 20 feet or so.

You might want to buy IR floodlights.
