Unless you're answering someone with some wit and sarcasm, you will be ignored, voted down or even reported for not respecting everone's right for a respectful answer or something. Whatever. On a slightly less non-serious note, the formula is probbly pretty easy: let n = best answers, N = all answers. If %best answered = 100% * n/N, then you could have a fraction depending on how many decimal points they use. I'm betting they use either a floor or ceiling function (ceiling would be my best guess, else people would get really sick of it and leave).
