That looks to me like it may be lymphocystis. If so, that's got a virus as a cause, so there isn't any actual "treatment". The virus just causes the cells to reproduce too rapidlt, so a small "tumor-like" growth is produced. As long as the growth doesn't interfere with the activities of the fish (or cause a secondary infection) this isn't usually a problem. If it overgrows the mouth or gill area or otherwise interferes with the ability of the fish to survive, the area may need to be surgically removed. You should remove the fish and keep it in a hospital tank, since the cysts will eventually rupture, spreading the viral particles throughout your tank where they could infect other fish (if you have them).
