Functionalism is the idea that a particular mental event is not define so much by the mechanisms or neurology that produced it as it is by the consequences or causal events that take place because of it within the particular system that it is in. Think of Turing's Problem. Turing asked if a computer could be said to be thinking like a human if when asked questions, through its answers a human could not distinguish it from the answers of another human. If a person couldn't tell the difference, essentially the computer functioned as a human brain.
The mental actions needed to kick a ball would be known as the "kick-a-ball" thought, not the act of seeing the ball, thinking what muscles to use to kick the ball, commanding those muscles to kick the ball, aiming the foot, etc.
