Water flow:
1 Increase the pressure.
2 Increase the diameter of the pipe (this decreases the resistance to the flow of water)

Electrical current
1 Increase the voltage
2 Increase the diameter of the wire (this decreases the resistance to the flow of electrons)

In a pipe - either widen the pipe, or force more water in.
For a circuit, i guess that would equate to increase the voltage and amps.
NOTE: Increasing the width of the wire wouldn't do anything, as there's still the same amount of electrons going through.
