There are two different issues there.

In the news business, sometimes organizations will pay for exclusive interviews. It's often easier to give the story to one source, rather than saying the same thing over and over again. Many news organizations won't pay for most interviews on principle, but it does happen.

Entertainment shows do pay for appearances, but there is a scale involved. Most people do it for exposure - movie or book plug, boost for career, etc. I don't think it's a great deal of money. This way, there is no bidding war for good guests.
