if you look at the globe, then you will see the artice line.
with an average, place above this line has cold temp in summer.

but, by the facts, Alaska, Norway, North canada like at Nunavut territory, East, North Russia.

here, the summer are cold.

10 Celcius and below is summer are Eureka, Alert in canada. area if magadan in russia. peninsular russia.

below 0 at major part of greenland and antarctica.

Antarctica is cosidered to be colder than the North pole(Arctic) during their respective summer time.The lowest temperature in the atmosphere (particularly in the lower stratosphere) is recorded over Antarctica.In fact, this lowest temperature(particularly in winter) is considered to be the main reason for the depletion of ozone layer in a faster rate than that of the north pole.

Coldest place year round tends to be the Antartic. My memory is that even during the summer months it only gets into the 40s and 50s Fahrenheit.
