Harry was born in 1980. His first year at school is in 1991 when he is 11, in his 2nd year in 1992, he is 12, and so on.

Harry starts Hogwarts in 1991
If Harry had gone back for his 7th year he would have attended Hogwarts from 1991-1998
Then the epilogue of Book 7 takes place in 2028.
Yes, they did have telephones, computers and stuff like that because in the books it is said that Dudley has a computer but Harry wasn't allowed to touch it or his playstation. The weasels also call telephones fellytones so that is also proof.

We find out in DH that James and Lilly died on Oct 31 1981, so Harry was born on July 31, 1980. He started Hogwarts on Sept. 1991 and Voldemort was finally defeated in June (presumably) 1998.
The Epilogue takes place Sept 1, 2007.
