If you want to improve your CPU performance without adding anything, I would recommend you try overclocking your CPU. CPU's run at a certain speed as set by the manufacturer. Manufacturers set a "safe" speed for CPU's. However, the CPU's can run at much higher speeds. I wouldn't recommend overclocking your CPU unless you know exactly what you are doing. Getting your CPU usage up would simply involve running more programs at once. Your CPU usage is calculated as a percentage of the overall ability. I think what you mean is how can you get your CPU to run faster.

If you have a faster CPU, you can run the same programs at a lower usage. A slower CPU will have higher usage because it is using more of its capacity.

There is nothing you can do to increase your CPU speed other that get a faster CPU.

a lot of CPU usage is bad; it slows down your computer.
If your computer can function smoothly with minimum CPU usage then you have a good computer.
