try local companies instead of big name corporations.
Cheap would probably be
Budget Car Rental
Dollar Car Rental
Thrifty Car Rental
Big names would be
Hertz
Enterprise
Avis
or you could log on to any place like orbitz.com or expedia.com and they will quote you a price for their cheapest model. Also before you rent . Google a coupon for the company you chose. 99% of the time there is some kind of deal they are offering for month rental and sometimes even a free upgrade.

Depends on where you live. You may not have access to ALL of the big ones. Call around. Don't use the web. You will get a better rate by calling your local stores. Enterprise, Hertz, Dollar, Budget. Tell them your situation and needs and then compare cost. Also if you already have vehicle insurance on your personal vehicle check with your insurance company about when you rent a vehicle. You are probably covered by YOUR insurance Co so you won't have to pay the rental co for their collision waiver.

Call around to local places (not Enterprise, Hertz) and see what they have to offer. I got a van for a week in Tucson for 3/4's what name places wanted. Went down list of rentals.
