Better idea than ignoring them. They are going to do it anyway, so let's help save them from some of the additional health issues they could possibly spread and possibly give some low key counselling to those that are willing or ready to listen.

Australia has had "safe injecting rooms" for a long time. It helps to keep it off the street and victims are issued clean needles. I'm amazed it is taking so long to happen in your part of the world.
