It's the kind of lead based on the shade (how dark) & the thickness (how easily it breaks). #2 is the most popular because the lead isn't too thin, and the shade isn't too dark nor too light.

It is a measure of how soft the pencil's kead is... This affects how dark it writes... #1 writes lighter and is a softer lead.
