Yes and yes. It also needs to have a well cycled tank with lots of plants and without tankmates, snails for food, and preferably a sand bottom.

u need a filter to keep ur water clean
and
u need a heater for water temperature puffers hate coldwater best temperature is between 79-82 degrees
