The tower is 30 feet tall. The turbine is 24 feet with three wings. I would eliminate my electricity bill of $400/mo. and sell excess power back to the grid.

Another thing you gotta consider is the reduction of your grocery bill. Wind turbine's kill a lot of birds. That's a lot of perfectly good edible meat. Are there meaty birds flying around in your area?

you need a CA real estate attorney and will probably have to fight both the environmentalists ("they kill birds") and your neighbors to get permission.

just off hand, I'd guess you'll want the opinion of a professional engineer as to whether the claimed performance is possible in your location, too. Wind currents are everything.
