The reason to limit the amount of time the light is on is mostly due to algae growth. Algae makes food using photosynthesis and nutrients from the water, so the longer you leave your light on, the better the chance you'll begin to have problems with algae in the tank.
Another reason you don't want to leave the light on all day is that your fish need a period of rest as well. Lights on and off gives them as sense of day and night (even if you have the lights on at night and off during the day).
As far as safety, unless you have bad wiring, or flamable materials laying on a lighting hood that gets too hot, you shouldn't have much to worry about.

Copper.... has the right answer. We used to leave ours off most of the time because of the algae. We would put it on for feeding and if we had company. But it received some natural light during the day, so unless you are in the basement I would not leave it on too long. If you forget to turn it off you should be ok, but try not to. And you could stress the fish depending on the variety.

No its not safe. Have on only for 1 hour after you feed the fish. then keep it off for the rest of the day as long as they have natural light from a window.

It is safe to keep it on for about 8 to 10 hours a day as long as you keep it off at night because fish need thier sleep to.

Copperhead is right. Doing this would promote algae growth and your fish should have a day/night cycle. Expanding the alagae growth idea, you shouldn't have your fishtank in a place where it would be in direct sunlight for extended periods of time. Not only is this a promoter of algae growth, it may also raise the temperature in your tank. While It may not be drastic, in warmer months it could have negative side effects on your fish.

Leaving the light on 24/7 will stress your fish. 12 hours is fine. Just make sure it's off before you go to bed.

No its not good. Your light will overheat. Then explode, bombing a lot of electrical charges, therfore electrifying your fish, burning your house and your fish dead.
You dont want to happen things like that right.
