If you're POSITIVE your tap water has chlorine, it can sit out for 24 hours before using. However this only removes chlorine, not any metals that may be in the water.

More companies are now using chloramine, since it lasts longer in the water. This must be removed chemically, and using a conditioner made specifically to remove chloramine. If you use one to remove chlorine, or one that says it "breaks the chloramine bond", this will remove the chlorine, but leave ammonia (which is toxic to your fish) in the water.

If you're not sure, wait until morning, then call your water company's office to make sure of which they use you you do the proper method of removal. Or, you can use bottled water. If it's the bottled "Betta Water", it should be safe (although costly for you if used on a regular basis). There's no real advantage of using the bottled betta water over tapwater (except for the bank accounts of the people that produce it).

Don't clean the tank too often. Plus, keep it simple. Bettas are simple beginner fish. My dad's fish lasted two years in a fish bowl, two pellets a day, once a week water change, no fishless cycle, no decor and no light source.

It wouldn't be that hard to change the water before putting the fish into it. Just make sure you have the right dechlorination checmicals in it before the fish goes in. It'll take, like, 2 minutes tops, and be much better for your betta than old stagnant water.

Are you asking about the special betta water you buy at petco, to clean the tank with? If so, yes "betta"water does not expire. If you are talking about water that the fish has been swimming in for three months, it needs to be changed.
If you are buying prepared fish water, you do not need to let the water sit. If you are using tap water, you need to mix in dechlorinator.

I dont recomend it. You can very well kill your new betta. Just fill a container with clean tap water and let it age (sit for atleast 24 hours). Then apply your new betta. ;)

It's best to change the water every 2-4 weeks. 3 month old water will most likely kill the beta fish.
