Someone suggested that they saw a DIY article on turning one into a windmill but I would be interested in other ideas. I'm thinking I probably don't get enough wind to justify that project since I live as inland as one can in Florida.

If it's strong enough, a cell phone provider
might rent it to mount his antennas.

I live in South Central FL/ Polk County; and we get plenty of Wind.

4 stories tall might equate to 40 Ft. hardly flag pole appropriate. A windmill seems as futile. Not many people at any close distance would get much viewing benefit.

It sounds as if you no longer use it for the intended purpose. What is it's composition? Aluminum? Galvanized Steel? I'd probably dissassemble it and sell it for scrap.

Short of taking up ham radio as a hobby, all I can suggest is either selling it on Ebay, or being patriotic and using it as a flagpole.

Since it's 40 feet high I would put a sign on top of it and sell advertising space on it!

I have seen people use them for a trellis type of thing to grow vines on. It turns out nice for climbing plants

when your done hanging those colorful shirts on it during the day light it up with string lights at nite.
