It is my guess, you want to know if a torn and taped bill is spendable. Yes it is, even if the bill is town and you have lost part of it I think 75% of the bill it is still good.
Does the owner have to except it? Not always, I guess they could do so and loose a sale.
Worn out bill are seperated by banks, and turned in for disposial.

Sure, if the whole thing is there, and the serial numbers match.

But they don't have to take it, any more then they have to take a a hundred dollar bill for the snack either.

Best thing to do with torn money is go to any bank, and let them trade it for a whole one.

I would assume you mean taped - technically that is defaced currency and a business is not required to take it. If you take it to the bank and the serial numbers are matching on both halves then they will replace it with a new one. The deface currency will be sent away to be destroyed.
