You talking about the vacuum advance? If so the bladder inside may have a hole in it. If you're talking about the mechanical advance inside the distributer then they can usually be worked loose. Just don't put oil on it. Use graphite or some other dry lubricant or it will just seize again. You can contact me if you need more info. but I'll need to know which you are talking about.
