(Note:I believe you are not referring to horns of living cow, as it can be pretty dangerous to do the polishing if the cow is alive and kicking!).

You can sand (with sand paper) them until you achieve the desired smoothness and you can coat them with a clear urethane coating or furniture finish polishings- a slower evaporating liquid furniture polish would be an advantage.

It will look brilliant with shiny finish however it will look a little bit unnatural and the horns will look like fake or manufactured. If you choose a natural and original looking horns, you can just sand it and wipe it clean - you may prefer to use polish cleaners as well.

(Just a reminder though - urethane coating is listed as carcinogenic so take extra care when you choose to use it.)
