Unfortunately yes. It just get worse as the afternoon goes on. I'm assuming you are asking during the work week.

My daughter and I went to visit relatives who live in Temecula, and our departure point was Chula Vista. Seems like it took forever! There was still traffic when we headed back south to Rancho Penaquitos that same day around 9:30 that evening. It was even a Wednesday night, and there were no professional sporting event scheduled that day. Go figgah...

The 15 is terrible from 3-7:30 and if it's Friday, the traffic starts around 1. It's congested off and on until you get to Escondido and then it gets a little better. A lot of people commute from Temecula to San Diego for work.

Of course there is traffic. It will get better once you pass the 78 in Oceanside. The Fallbrook to Temecula stretch will go fast, well faster...

there is. if it's a friday, forget it. rush hour starts around 1pm and goes until 4 or so. during the other weekdays you will have traffic but it won't be the worst until 4 to 5.

I hope you are asking this question as a joke. Of course there is; traffic terrible until you are a bit north of Escondido. Then, at least, it is less congested.
