Was thinking first thing in the morning but then it may be rush hour.

Try between 9:30am-11:30 or 11:30am-2:30pm right after morning rush and before/after lunch/dinner rush.. I also went to the DMV and tailed someone driving the "route" to look for the traffic pattern and where we'd be driving.. The path had a partially covered stop sign ! So, it worked well for me... Good luck

Yes you may be nervous and want all that traffic to disappear but the reality is that there just is not a good time of the day to avoid it. Indeed, you should want the challenge yourself if you have trained and practiced with an experienced driver or instructor. However, if you don't "pass", many states allow you to retake the exam a number of times. Don't give up and practice and control the situation. Driving is a right and a necessary in our society. Visualize doing it and make it happen.Get lots of rest and go it!!

I would say all places have different times, you could probably call and ask.
