Most of the time it's the water signs who are the most romantic ones. From personal experience and research Cancer, Pisces, and Libra are the more romantic.

Okay, 1st off, Aquarius doesn't really even have 'emotions' to be romantic. 2nd, Sagittarius aren't even committed enough to be romantic. 3rd, Zodiac signs go by a person's personality, so in reality, their Zodiac sign matters about as much as their personality especially since astrology is very accurate. (That 1 goes for what 'emily e' said.)
Anyhow, I know a couple of Libras, 1 is very devoted to whomever he is with. (To a fault really...) The other...not so much... A Libra could definitely be called the most romantic, surprisingly actually. People would say Pieces, but I think it's kind of a draw between the 2.
They're both dedicated, they're both loving, they're kind 'n caring, and naturally they're both pretty much helpless romantics. It'd be hard to choose between the 2. Unless you took their Chinese signs into account and if those signs actually had a decent amount of influence on the person.
So I would say Libra and/or Pieces. Can't really choose between the 2.

the most romantic sign I've been with is a sag, pisces have romantic idea's but there heads are to far in the clouds to go through with them

LIBRA possesses the biggest amount of romantic qualities. However a Libra is likely to show them only when they are really in love. General tendency towards romanticizing things is more common for the emotional water signs Cancer and Pisces.

obviously the Virgo is most romantic b/c they are the sign of virtue and holds their virginity sacred.
I can't think of an event more romantic than a wedding night where both bride and groom give something to eachother that they have saved just for that moment.
