Nowadays the difference is mostly in price and in the local language.
Most of Eastern Europe has Slavic languages, but not all of it.
Eastern Europe used to be Communist, and sometimes you still see it in the way people in the shops and restaurants behave, like they do not need to be friendly, as you have nowhere else to go.
There are still a lot of old fashioned hotels, where comfort was not the most important, but it is changing fast, although in different speads in different countries.
Western Europe is more expensive, more service orientated and hospitality has changed slowly over the years most hotels are up to standards. (Often more than the budget traveler likes, as almost all places also charge for having the facilities.)
There is not much of a difference between the people and shopping and fashion anymore, if there has ever been.

Hun your question is a master thesis! True Eastern Europe was part of the communist block, but so much has changed since then. Eastern Europe has developed so much and built so much. People are more relaxed and much more friendly than in the West, I find that the stressfull, fast paces way of life hasn't gotten to Eastern Europe. But it is so hard to generalize like this, because this is not Souther and Northern part of the US. You can't compare blocks of western or eastern in Europe because each country in Europe is very, very different that the one next to it.
I can't define Western Europe as a whole, I put the UK and Holland in the same pot, even Germany in Austria.
In the same manner, Polland is very different than Slovakia, Croatia from Slovenia, Bulgaria from Macedonia.
One thing is incomon, Eastern block countries are countries in transition and developing on a faster pace than the already developed countries of the West.
It used to be that the Eastern block had a more collectionalist culture as opposed to the Western's individualist. However, those have been diminished in the last 10 - 15 years or so.
My advice would be to travel to as many countries in Europe as you can. That way you will understand how truly diverse this continent is.
If this question is for a paper in shcool, then you teacher is not very educated when she/he can ask you to define differences. Maybe if this was the 1960's, maybe it would be a more valid question.

It is like the difference between generations, we cant understand our parents because we did not pass through the same experiences . The east passed through this experiment , the communism, it was like living in a parallel world and the west cant understand.
