Speaking as a banker, the answer is no. Unless you have set up either a joint account with the person who is trying to withdraw the funds, or have appointed someone as power of attorney, no one can withdraw your funds. The privacy laws prohibit banks from even discussing your accounts with anyone other than yourself.

Now if you give your card and pin number to an individual to withdraw funds from the atm, and they empty out your account that unfortunately is on you. Financial institutions institute procedures for your protection for a reason, if you circumvent those procedures then the institution can not be held liable.

The answer is yes in the United States if you forget your passbook, you can still access your account with picture ID and security information.

Just depends on the bank and the rules. SOme banks as long as you hvae the account number your ID and theier's will do it. SOme don't you need the passbook.

yes, but they do need the password in the ATM machine, if they go to the bank they can withdraw money
