I'm sorry, I don't understand this question. Are you asking for advice on how to solicit ideas from your employees? If that is the case, I would advise setting up something similar to what many companies have done which is a "Bright ideas" group. That way it is recorded where the idea came from, how it will impact the business, and circumvents the fear of "He/she will steal my idea and get all the credit."
If it is a great idea, it should be implemented.. If not, thank the person for the submission and move forward.
