Search OSHA..
They are the agency that sets safety guidelines & standards in the workplace.
No need to design a safety program yourself & take a chance on leaving something out,.
Depending on the type of machinery, products & materials used there are OSHA guidelines that already exist .

I had a similar assignment for a taxicab company.

In addition to the OSHA site, check out the National Safety Council site.
