exaggeration.
personification is when you take an object and describe it like a human

That sentence is exaggeration because eyebrows don't actually go 'into' a head.

Personification is giving human traits to nonliving objects. Examples: "The birds sang." "Diamond's are a girl's best friend." Bird's don't actually sing as a human sings and a diamond can't be a best friend.

I'd call it exaggeration (hyperbole). Theeyebrows can move without being personified, but they didn't really move THAT far.

It is bad grammar. No-one's eyebrows go up into the person's head. You are supposed to write the sentence correctly, I figure.
