Shouldn't the age for smoking and drinking be the same? I know that 18 is considered an adult, but if that's the case, then why do 18 year olds get to smoke, but have to wait another three years to drink?

Why don't they let 13 year olds drive ?

Same deal - you are not mature enough. I know that I'll see thumbs down for this, but that does not change the fact that your brain is not fully formed until you are in your twenties.
Since alcohol passes through the blood-brain barrier [ why else drink ?], it affects the brain.

You have already considered the fact that both activities are health risks.

Good question - AFIK, this is the only law that imposes restrictions on what some adults can do and others can't, based solely on age.

Except for certain age related qualifications of elected offices mentioned in the Constitution.

Seems weird that there is only one such exception.

And I am waaaay over 21.

Under 21 year olds - get organized!

Some states did have drinking ages lower than 21, however the number of alcohol/traffic-related deaths, injuries, and accidents is high in the lower age group so the government used criteria for federal funding to "encourage" states to raise the legal drinking age to 21.
