He wasn't exiled.

He fled Tibet to escape a Chinese crackdown on Tibetan religion and culture on March 17th, 1959, following an uprising by native Tibetans against the Chinese invasion.

When the circumstances in Tibet changed so that it was not healthy for him to stay, the Dalai Lama chose to leave (or he would have been killed or put into prision). He walked out in 1959 to Dharamsala, India, where he lives today.

The chinese are smart people they know that different religions cause more problems than they solve. I think Thomas Jefferson knew that too.
