He is completely impossible to live with, no respect for my things, lied about being a neat freak, which he is far from clean. Said he dosent mind smoking, and now it bothers him. He has only lived here for about 2 weeks. He isnt on a lease and basically I want to make it so he cant get online.. we arent networked, so it has to be through a router..... Help!!!!!

He probably has a laptop. If not that, then he has a router and is connecting to either your computer or someone else's within a close range. Make sure you keep your computer locked down using a password and you can also set a PW for your wireless network. If you are having a hard time getting proper advice (we don't know your set up) then call the tech support number for the company that makes your router. Make your network a closed one and just don't allow him to connect to it.
I would suggesting getting a new roommate if he is bothering you so much right at the start.

Assuming you have cable: He is either splitting your internet cable into his room and using a modem and router of his own or stealing your wireless signal that is unsecured or he has your password. Since you are the only one using it, move the cable into your room and if you have a wireless router, reset the password. Whoa. If after that, you still think he's stealing, call the cable company and let them know you suspect he maybe stealing signal from you and them and have them check it out. If they are needed to help move the cable in the first place (Your room) and say it they want to charge you to move it, them let them know why you want them to move it and you are trying to do your due diligence in trying to ensure you have done everything to not be connected with stealing their signals.

Or you can flat out ask him your curious how he gets his internet because you're thinking of changing your service and ask him to show you how it looks and easy it is for you to consider.

Had a roommate who was stealing mine, I first turned of my modem when he got into his room, seconds later he would come out like he was surprised. Then when I secured the wireless signal, I basically bricked his computer.
