i will to know what is more important for a person when they have to make a decision the law or what they want to do?

We are a nation of Laws. Of course you can make up laws that don't exist, where the law should be violated. Sometimes laws have been challenged and the law was found unconstitutional.
Ultimately, it becomes a relativistic issue. If the choice is to violate the law because it is for material advantage, then it leans toward the law. If it is to make a moral point such as to break segregation in the 60's it leans toward the desire for the greater good then that takes precedent over the law, or at least should.

It depends. If its you we are talking about then behave and obey.

If its the US of A then laws tend to get in the way of the best interest of the country; the US of A can unilaterally break international law by invading a country, by interfering in a country's political system and by encouraging rebellion, by killing citizens to cause terror, by maintaining trade embargo's against very small islands in violation of international law, by stealing the Social Security money to pay for impossible deficits, &c

The highest law in the land is the UN, as signators we are bound by it, the highest court in the land is the World Court and the US of A ignores its judgements and sentences.

If they are trying to set any example at all then I am gonna jay walk.

The law takes precedence in our logical mind. Disobey it and their are consequences. However, time and again in history, people have followed their hearts and conscience because it was the right thing to do. They would not compromise their integrity.

depends on the decision.... we all have our limits. If they revoked freedom of religion... I'd disobey.
If they say no jaywalking, I'd obey the law.

It's all a matter of degrees and conscience.
