You run the risk of your future employer thinking you had periods of unemployment. That you have a work ethic is meaningful, even if the work has nothing to do with the job being applied for.
Plus, you should seriously look at your past jobs from the perspective of how you might have learned something useful. For instance, how to handle the public, how to balance a budget, how to handle multiple tasks, computer skills, etc. Those are important skills that translate to any job.

There are several reasons to do so. One is to demonstrate that you do, in fact, have work experience. Many employers would be hesitant to consider a candidate who had never worked before at all, regardless of the relationship between the past job and the one for which you have applied.
Secondly, you may need to list the jobs in order to account for the use of your time during certain periods. Many employers go through and develop a time line for what you have done with your life, and if there are gaps, they may ask you about them (silly as it may seem, I was recently asked about the gap, 20 years ago, of a couple of months which I spent moving from one end of the country to another between school and work).
This does not mean that you have to list every part-time job that you held for a couple of weeks. If you are early in your career, too many jobs will give people the impression of job-hopping, regardless of why you held those jobs. I had several part-time waitressing jobs during school which I have never put on my resume because I usually held two or three jobs at a time and I preferred to include the one I stayed with for three years, rather than the ones I would pick up for a few months at a time to supplement my income.

No, it's not necessary to list past jobs that have nothing to do with your degree or what the position you are seeking is. In fact, don't list them! It looks worse on a resume to have a list of jobs that mean nothing than it does to list just a few jobs.
