I mean by "free ride", get all pay for school,books,and rent.

It depends on the school. Since pretty much all of these major scholarships are provided by donors at a particular school or are provided by the school itself, the criteria for getting such awards is determined by the school or the scholarship agreement. If a school is trying to attract more transfer students, it may set aside some scholarships for them. Otherwise, it may give all of the big scholarships to entering freshmen. By the way, very few scholarships will cover off-campus rent. Even the full-ride scholarships usually assume room and board in the university's residence halls, so if you plan to live off campus, you may be out of luck.
