i heard that the ipconfig thing changes another ip address, not the one that hackers, spies, and other people use to track and stalk you. true or false? if true, what can i do regarding my ip address (gotta tell me which one) to get away from hackers, etc.?

I mean, don't some sites take down your ip address and use it for other purposes, such as annoying emails, tracking your activity, etc.? i mean that, maybe not as severe as stalking.

DW makes a good point, if you're using a router (many cable and DSL modems are also routers), the IP address that you renew with ipconfig is only your private IP address. The public IP address is on your modem/router.
If you don't have a static IP address, and you have a public IP address on your computer, using "ipconfig /release" and "ipconfig /renew" will get you a new IP address, but only if your lease has expired.
A good way to have your lease automatically expire in Windows XP is to do these in order:
1) ipconfig /release
2) Manually pick a private IP address like 192.168.1.1 and click OK on your network settings
3) ipconfig /renew
Anyway, run a good firewall and learn how to configure it, and you don't have to worry about hackers.
You'll always be tracked though. You could use a free anonymous proxy server to help make you anonymous, though you'll still be tracked. They just won't be able to tie the surfing back to you:

I doubt you're being stalked this way, but you can change your external IP address by turning off the modem for a minute then turning it back on. The ISP will assign a new IP address, probably different from the old one.
For most home setups, the computer's IP address is assigned by the router, which may also be the modem. It's something like 192.168.1.100 or 10.0.0.1 and only means something inside your home. The modem has an internet IP assigned by the ISP (internet service provider).
Note: I'm assuming you have broadband. If you're using dial-up you get a different IP every time you connect.

your isp changes your IP on your modem every few days anyways since they are always dynamic and never static
the ipconfig is for changing your network, not the modem, as networks have private ips that are not seen nor are they addressable over the internet
99% of all internet problems can be attributed to the wrong set of Web browser and Email clients in coordination of the
AV/ Spyware / Firewall software.
Get the following, all are free for a safe surfing experience, with proven track records and do not take up
system resources like Norton or McAffee.
install in SAFE mode with networking ( hit F-8 at boot time ), run them all in SAFE mode
with networking as you'll need it for the updates all the programs below will need.
Turn off RESTORE and the RECYLE BIN temporarily as virii can regenerate / reinfect even if you delete
them with both services on. After all the scanning and cleaning after a 2nd reboot and one last
scan do you turn both of them back on.

Once you set it all up create 3 email accounts..
a hotmail or yahoo account for web "verification", this account you will not care if it get spammed
a sub account ( from the master account )to your ISP that you use for logons, this is the one you use for personal
emails only to trusted people and banking, ebay and paypal. Never use the account for anything else than that,
you find spam is low to non existant if you follow this rule, and even if it does become spam laden, then you
can delete the account and create a new sub account and do all the email updates to ebay, paypal, banks and your
freinds.
finally your master account from your ISP, this one you NEVER use, it's only kept for creating sub accounts since
changing the master account is a real pain.
and if you have a wireless router follow these tips,
1. Use WPA encryption (WPA-PSK) it's less crackable then WEP.
2. Make a passphrase that is upper & lower case and has some numbers thrown in there as well, again harder to crack.
some like mAkE1t5eCurE0rel53 and as long as possible.
3. Use MAC access control so only you or authorized PC's can connect (even if you do have encryption turned on)
4. Turn off DHCP use static addresses.
5. Turn off SSID (and change it) unless your card really needs it (some do)
6. Change username/password of access unit front end
7. Ensure you have the usual firewall enabled on your PC.
8. Paranoia rules, turn WLAN off if your not using it :)

They would never find you at your door step or anything from your IP. For example I live 30 miles outside Denver; If someone traced my IP it would link it to Denver because thats where my ISP (Comcast) is. Now say if the FBI asked Comcast who has this IP, Comcast can then turn and tell them where you live but changing it won't do any good because they have logs of what your lost your connection and changed IP and such.
So in the end, yes they can find you if you ISP gave them your location. But your ISP is not going to give your information unless its crimnal or court ordered.

in case you're only attempting to do something and intend to make effective the IP handle won't be able to be traced back to you... detect a place with unfastened WiFi (i.e. Starbucks) and connect... calling your cyber web provider provider (ISP) is the only thank you to alter your IP handle otherwise. (like mentioned above)

False, you don't need to change your ip address, and you don't need to do anything....I highly doubt that someone will hack and stalk you using just your ip address.
