Someone I know is betta fish sitting, and he has built a bubble nest. She wants to remove it but is asking what the best way to do this is. Can she just change the water, or scoop the bubbles out?

Why would you wonna remove a bubblenest??
It doesn't any harm to the water or your betta, it actually shows that he is happy in his environment
and the bubbles will burst by themselves anyway
If you really wonna get rid of them, just net them out

Is this betta in a bowl or a tank? If it's in a tank, your friend should be able to use a gravel vacccum to clean the bottom and remove about 25% of the water and replace it with water that's about the same temperature. She could probably do this and not even disturb the nest if she didn't want to (although it doesn't harm the betta if she does - he'll just build another).
Leaving the nest or removing it doesn't really affect the betta or his water quality. If she wants to remove it, she could just scoop it out using a clean plastic container (like a deli container).
If he's in a bowl, all the water should be changed and the inside of the bowl wiped with a clean paper towel or cloth (use something that won't have been exposed to soap, dishwashing detergents, or anything of the like). Net the betta, and place him in a temporary container, then dump the water down the drain. Wipe the inside, then refill with dechlorinated water that's about the same temperature that he was in. This method will destroy the nest (it's hard to preserve when it's in a bowl).
Building nests is something healthy males always do. Since the nest is just air and saliva from the betta, he's constantly blowing new bubbles to add, just in case a female happens his way. If he were a wild betta, their nests are constantly ruined by animals walking through the water, rain, and wind, so she doesn't have to feel bad about "destroying" his work if this happens.

A bubble nest is a good indication that he's content in his surroundings and all of your water parameters are correct. As everybody said before me, it's how they breed. Happy Betta = bubble nest.

No, No, No! DO NOT REMOVE THE BUBBLES! It's actually an "egg nest" when betta fish mate the guy puts the eggs in the bubble nest

My betta is actually building a bubble nest right now. All you have to do is take out all the water and refill with room temp. He will not be harmed if there is a bubble nest. Dont worry about it, it's natural...

a bubble nest indicates the fish is healthy, happy, and ready to spawn. just break the bubble with your finger to remove the nest.
