Sprinkle some black pepper and/or hot sauce in/on the plants. I had dogs digging in my trash, so I wasted a whole mess of black pepper and hot sauce all over the trash cans. The dogs weren't hurt and they left my trash alone...The pepper will just cause them to sneeze and such. It may burn some but not much. The cats will remember that that is where they got a good sneeze or nose or eye burn without being seriously harmed.

I have tried using pepper. The every day pepper ya buy at the store. It doesn't hurt the plants and does detour cats and dogs from the area but it also disappears quickly when it rains and has to be reapplied. also what keeps a cat away after the first sniff is cayenne pepper.

You can try to add some plants that the cat won't like.
You can also try sprinkling chili or rubbing chili oil on the plants near where the cat goes. If you go with the chili you can sprinkle that straight on the ground where the cat goes, too. I don't know if it will work for cats for sure but it sure stopped the squirrels that were after my garbage.

Talk to the cat's owner, and consider building a fence to at least dissuade the cat.

Go to the zoo and get some lion manure, place it around your plants. Works for dogs too.
Personally I would trap the cat and take it to animal control. It is very disrespectful to allow pets to travel the neighborhood to mark territory.
