!995 Mark VIII, heat blows and eventually warm the inside of the car, but it doesn't feel warm. It takes too long to get to desired temps and never reaches that temp if outside temps are below 20 degrees.

Sounds like either your thermostat is opening to soon thereby not letting the engine warm up or the water flow valve for the heater is not passing enough water through the heater. If the engine temp gauge is still running normal then the water valve for the heater, which is opened and closed by the temp control lever, is probably partially clogged. To get up to heat fast the engine needs to be at full temp and the water valve needs to be at max flow.
